The North East Regional Offender Manager

Angela McGuinness is the North East Regional Offender Manager, leading the North East team to deliver NOMS aims locally.

The North East ROMs role

Angela McGuinness' responsibilities include:

  • commissioning prisons and probation areas in both the public and private sector
  • commissioning offender services from public, private and VCS providers
  • monitoring and managing Service Level Agreements with prison and probation service providers to ensure delivery meets the required standards 
  • developing the North East Regional Commissioning Plan that will lead to contestability allowing for providers from the public, private and VCS sectors to compete for work

This approach ensures NOMS obtains the very best value for money in managing offenders, both in custody and in the community.

Angela is also the ROMs lead on finance, ETE, VCS, alcohol and women's issues.

Angela joined the Civil Service in 1973 and has worked in the Department for Health and Social Security, the Inland Revenue and the Home Office. She started her career as a Social Security visiting officer and has worked in a number of operational, specialist and strategic programme posts across various Government Executive Offices and Agencies within her former Departments. Her most recent posts have included the Home Office Reform Programme, Home Office Local Delivery Manager for Bradford and she was the founding Regional Manager of the Durham Passport Office from 2000 to 2004. 

The North East team

Greg Mearman - Business Manager

Greg has been in the in the public sector for 37 years working mostly in the Prison Service and more recently in the Home Office and now the Ministry of Justice.  Using recent experience of contract and SLA management and his wealth of management experience he has helped develop the NOMS NE Team. Business and Regional Commissioning Plans are the main but not the exclusive focus for his work.

Keith Norman - Commissioning Manager

Keith negotiates targets with providers and ensures that service level agreements with the probation and prison service are being adhered to. He is also responsible for seeking out potential future providers and encouraging wider participation in delivering offender focussed work across the region. Seconded from County Durham Probation Area, he has held lead roles in resettlement, business planning, risk management, courts and assessments, prisons, communications, and offender learning. Keith has the lead role for the NOMS office within the Accommodation and Education, Training and Employment. 

Barbara Harrison - Strategic Development Lead

Barbara joined the prison service in 1985 and has worked in a number of prisons, including HMP Durham where her interest in mental health led to her secondment with County Durham and Tees Valley Strategic Health Authority as policy lead for mental health, learning disabilities, substance misuse and criminal justice. Barbara joined the team as a commissioning manager but has now taken the wider Strategic Development role where she leads on a variety of issues including Partnerships, Offender Management, Developing opportunities for the voluntary sector, the Alcohol pathway and the Reducing Re-offending Delivery Plan.

Margaret Tallentire - Compliance Manager

Margaret joined the Prison Service in 1987 and has worked in a number of establishments and with both public and private sector providers.  Having transferred to the North East from the North West ROM team, Margaret is keen to bring her experience of working with SLA’s and contract management to her new role. As Compliance Manager she will work closely with the Commissioning Manager, collating and monitoring performance data from Prisons, Probation and the Pathways.

Harry Henson - Compliance Manager

 Harry is seconded to the team from the Prison Service.  He joined the team in July 2007 having spent the previous three years working as a contract manager with responsibility for ensuring that the Prisoner Escort contractors delivered services in line with the contract and that other stakeholders met the requirements of Service Level Agreements.  He has over 25 years service in the Prison Service having worked at Durham and Frankland prisons.  His recent experience in contract and SLA management allied to his work with offenders in custody make him ideally suited to monitor delivery of the services commissioned through the SLAs agreed with our providers.

Andrew Sinclair - Finance Manager

Working with providers to analyse their costs and to make cost management more efficient and transparent. He has fulfilled many roles in business both private and public, and recently held senior finance positions in further education colleges, the Learning and Skills Council and social housing, before joining the North East NOMS team.

Louise White - PA to Mitch Egan

Louise is responsible for diary management and office administration. Louise joined the Prison Service in October 2002 as part of the North East Area Office administration team. Previously working in various roles within the private sector, latterly as a PA within the airline industry, she has found the work in the public sector varied and interesting and was fortunate to join at a time when the Area Office expanded and moved location, giving her the opportunity to create and develop systems of work.  Now that Louise has been transferred to NOMS she is finding it is equally exciting to be in at the inception of a new organisation and to help NOMS in achieving its challenging agenda of working together to reduce re-offending.

Patsy Hopkins - Performance Manager

Patsy Hopkins is the Performance Manager and will work alongside the Compliance Manager in monitoring performance data from Prison and Probation Services. Patsy joined the Prison Service in 1984 and worked at Low Newton for 20 years. She spent most of that time on staff related work, pay or personnel before moving into the Secretariat, now Performance Delivery Unit. In 2005 Patsy was transferred to North East Area Office, first as Staff Officer and then briefly working on Performance before joining the Area Personnel team. She worked in the Personnel office at Deerbolt for 5 months before being seconded to the North East NOMS Office. 

Claire Frank - Administration

Claire provides admin support to the Partnerships Manager and the Finance Manager.  Claire transferred to NOMS from Her Majesty's Revenue and Customs where she provided support to the Revenue Officers in the analysing of data. Claire is looking forward to developing her career within the organisation.

Sue Johnson - Partnerships Manager

Sue joined the central Home Office in summer 2003, working initially for the Resources and Planning Unit, before taking up a placement with the Policing Directorate, to work on the Police Reform White Paper.  She joined the Government Office for the North East on secondment in 2005, fulfilling a variety of roles for the Crime & Drugs Team.  In her new post working for the Regional Offender Manager, she will engage with a wide range of partners to implement the new Bail Accommodation & Support Service programme in the region.

Richard Taylor - Partnerships Manager

Richard recently moved from NOMS Partnerships Unit where he led the Offender Housing Policy team. He previously acted as Partnership Manager for Northumbria Probation and spent over twenty years in management within the voluntary sector developing a wide range of work with young offenders, families and services for children affected by sexual abuse. Richard began his professional life as a Social Worker in a number of local authorities and sat as a magistrate for thirteen years prior to working for the Ministry of Justice. He will be focussing on the accommodation, children and families, employment and finance pathways together with developments in restorative justice and sentencer liaison.

Michelle Johnston - Receptionist

Michelle also provides general administrative support to the North East team. Michelle joined NOMS in October 2006 after studying Business Administration at Newcastle College.  She has previously worked for the Department of Works and Pensions.
